Fireman's Axe Cockspurs and Square Drive Spindles.

These are basically restricted access devices - a means to operate
an espag drive without having a handle and a cockspur type fitting
with the same square socket. 

They are generally used in areas where windows are only to be opened 
for maintenance or cleaning - for public areas, where the only staff can
open them, and in corridors or stair wells, for smoke ventilation.
All of them operate with a purpose made square drive key.
